Howard County Commissioners Monday passed an ordinance setting up a redevelopment authority and commission that will lease up to $18 million in bonds to fund road and drainage improvements near the new Chrysler plant site.

County Attorney Larry Murrell said the county initially had planned to sell the bonds, use the proceeds from their sale 1 to fund the road and drainage work and repay the bonds with revenue from the new 0.2 percent Economic Development Income Tax. But according to County Commissioner Brad Bagwell, city of Kokomo officials were concerned the bonds could adversely impact their debt limit because the city will receive partial revenues from the bond issue. By setting 1 up the authority, the debt limit for the county and city is protected, Murrell said. County officials then considered forming a building corporation to handle the bond issue on behalf of the city and county, as the county did in 1992 when it built the new Howard County Criminal Justice Center and Robert J. Kinsey Youth Center.

But that option would not work because Chrysler Corp. will eventually own a service road paid for by the bond issue, Murrell said. Because of these and other statutory requirements, commissioners approved formation of the Howard County Redevelopment Commission and the Howard County Redevelopment Authority. The commission, a five-member body as prescribed by state law, will consist of the following members, who were nominated by county commissioners at Murrell's request: Dale: Etherington, Larry Hinesley, Brad Newton, E.P. severns, and Phillip Wise, with each member's term expiring on Jan.

1, 1998. The three-member redevelopment authority will consist of Dale Fawcett, George Hopkins and Joseph Pencek, with. their terms ending July 15, 1999. The telephone company explained the demand for new telephones is' a result of new customers moving into the area and from existing customers adding more lines. Two reasons for additional lines are the huge increase in the demand for cellular telephones and the large number of facsimile machines installed by businesses during the last several years.

The company cited teen-agers as another reason why additional lines have been installed. Hoy said the growth in telephone usage is replicated in all the larger. citles served by the telephone company such as' South Bend and Bloomington. The telephone company, representative emphasized there is a difference between the prefixes assigned for "plain old telephones" and those for cellular telephones. The last prefix added for basic telephone use was 864 assigned in May 1992.

Since then four prefixes have been added for cellular users. In July 1993, 863 was added and last year 437 was added in March, 480 in September and 860 in November. About 10,000 telephone numbers can be created within each prefix. But when about 80 percent of those numbers have been assigned, Ameritech usually creates another prefix. The process is started early because when people move away, their old telephone numbers are placed on inactive status for a time before being reassigned.
